You can use Xfig to do the job and mark where you put Chinese using
english and output to eps format. In LateX file, you can use
psfrag to substitute the english text to Chinese. Doing this you
need install the CJK package.

Sure. You can also go to a tex/latex package archive to see if
there are some packages to do this job.

I think may be Pstrik or xypic can do this job. But I have no
such experience.
